Integrated green roofs and urban density converge in a mixed-use development plan.

Disconnected space around the convention center is transformed into parks, walkable paths, and gathering places that reconnect neighborhoods and invite everyday life.

The Kay Bailey Hutchison Convention Center Master Plan breathes new life into Downtown Dallas, transforming the convention center into the centerpiece of a vibrant, mixed-use district. By prioritizing pedestrian connections, WXY reimagines the area as a dynamic cultural corridor filled with parks, retail, and residential spaces that seamlessly integrate with surrounding neighborhoods.

Connectivity plan highlights new green spaces around the convention center.

For years, the convention center severed connections between Downtown and adjacent neighborhoods, isolating communities and stifling foot traffic. The challenge was to reimagine this large, disconnected structure as a unifying force, while reconnecting it with the historically underserved Cedars neighborhood to the south.

“The Kay Bailey Hutchison Convention Center Dallas redevelopment will be the most transformational infrastructure project in Dallas since the opening of DFW Airport.” — Omar Narvaez, deputy mayor pro tem, District 6

Our master plan anchors the convention center within a multi-modal transportation network focused on pedestrian access. By reorienting the structure, the plan establishes a new cultural spine that links civic assets and public spaces. Key features include a necklace of parks and open spaces that invite community gatherings, arts programming, and entertainment. The design turns the convention center into a hub that sparks social interaction and economic revitalization.

“The introduction of these urban open spaces is pivotal for providing accessible outdoor areas and pedestrian pathways. These enhancements deepen the connection between the convention center and its neighboring communities.” — Rosa Fleming, director of convention and event services

The planning process involved collaboration with city leaders, local businesses, and community stakeholders to ensure the project addresses the needs of diverse communities. The design leverages arts, culture, and mixed-use development to create a lively, inclusive district that reflects the spirit of Dallas.

The expanded facility is scheduled to open in 2029, with over 40 conventions booked. By reconnecting neighborhoods and creating vibrant public spaces, the project transforms the convention center into a unifying force that revitalizes Downtown Dallas and empowers historically underserved communities.

“This expansion is a monumental step towards fostering a sustainable and inclusive future for Dallas. By focusing on connectivity, workforce development, and tourism, we are laying the groundwork for a flourishing, vibrant Dallas.” — Craig Davis, CEO of Visit Dallas
